Senate PAC again orders Kanja to arrest Isiolo Governor Guyo after no-show

By mid-afternoon on Monday, 27 July 2026, the Senate Public Accounts Committee’s patience with Isiolo Governor Abdi Guyo had run out a second time: chair Moses Kajwang ordered Inspector General Douglas Kanja to arrest and produce the governor for audit queries, Eastleigh Voice reported.

The sitting had been set for 2:00 p.m. Guyo’s office sent a letter asking to be excused for “prior official engagements” inside Isiolo. Both PAC and the Office of the Auditor-General, senators said, only saw that letter around 12:30 p.m. the same day — too late to look like good-faith scheduling, Kajwang argued, and more like non-cooperation.

A warrant that already failed once

PAC members recalled a 9 July arrest direction that never translated into Guyo in the dock. Kajwang said the committee needs a written account of why that order sat idle, and that this second instruction must not become another paper tiger. Oversight without attendance is theatre; enforcement without explanation is selective politics.

The substance underneath the summons fight is ordinary and serious: Auditor-General findings on Isiolo County financial management. Governors and accounting officers are expected to answer those files in person so senators can test documents against testimony.
