President William Ruto mixed a security promise with a development scorecard: peace and free campaigning before 2027, a crackdown on goons, and a Busia-heavy list of Social Health Authority and infrastructure numbers, KBC reported.
On politics, he said every leader should campaign without intimidation or violence and that the state is dealing with gangs that have taken root in some areas, costing lives and property. That line answers a year of by-election and rally violence claims — credibility will rest on prosecutions, not podium adjectives.
SHA cashflow and Busia registration
On health, Ruto said SHA would disburse about Sh12 billion to hospitals nationwide in July alone. In Busia he put registration at roughly 445,000 residents — about 50 per cent of the county population — and said more than Sh1.25 billion had been paid to Busia hospitals over about one and a half years. He also dangled equipment support of up to Sh1.5 billion for county hospital upgrades if local leadership organises intake.
Infrastructure claims for the same visit included about 225 kilometres of new roads at roughly Sh5 billion, a coming 58km Butula–Nambale–Amukura–Kocholia corridor, 19 modern markets under construction, 6,000 student hostel beds at about Sh3.6 billion, and home electrification spending near Sh1.5 billion in the current financial year.
Campaign math versus delivery proof
Pre-election tours always blend security messaging and project lists. Voters can test both: are goon cases in court, and do SHA disbursement and road-km numbers match controller and ministry dashboards? Busia figures are a local sample of a national argument that the administration wants to own — that services are moving even as politics heats up.
