Pan-African housing finance just got a capital-markets passport. Shelter Afrique Development Bank has clearance to mobilise bond money for housing projects after its Sustainability Finance Framework won a clean second-party opinion, The Standard reported.

S&P Global Ratings said the framework fully aligns with International Capital Markets Association green and social bond principles and sustainability bond guidelines, and published the SPO alongside the framework. Technical help came from the Global Green Growth Institute through the Global Trust Fund for Sustainable Finance. The document sets eligible project categories for green, social and sustainable (GSS) instruments and also nods to Loan Market Association green and social loan principles. Proceeds can finance or refinance affordable housing for low- and middle-income households, socially inclusive schemes, green residential buildings, energy- and water-efficient housing and climate-resilient infrastructure across Africa — including Kenya as a long-time Shelter Afrique market.

Frameworks do not pour concrete

A rated bond story still needs issuances, offtakers and county planning that actually approve estates. Households will judge success by completed units and mortgage terms, not SPO PDFs.
