EPRA advertises DG job after Bargoria quit over fuel-import probe

Key points

  • EPRA is advertising for Director-General; deadline 9 September 2026, 5pm; three-year contract, renewable once.
  • Daniel Kiptoo Bargoria resigned 4 April 2026 after arrest over alleged substandard fuel imports and petroleum-data manipulation.
  • Joseph Oketch is acting DG. Role covers electricity, petroleum (up- and downstream) and renewables.
  • Must be Kenyan, relevant degree, 7 years senior management including 2 in petroleum/energy, professional membership, Chapter Six clearances.

The job that blew up in April is back on the website. EPRA opened applications for Director-General after Daniel Kiptoo Bargoria resigned on 4 April 2026, Eastleigh Voice reported.

He quit after arrest on allegations of importing substandard fuel and cooking petroleum-supply data — part of a wider file on irregular, overpriced cargo. The board put Joseph Oketch in as acting DG. The new post is three years, renewable once if performance and retirement age allow. Deadline: 5pm on 9 September 2026, email on the authority’s site. The brief is the whole stack: generation to last-mile power; import, refine, store and sell petroleum; upstream oil; solar, wind, geothermal, bioenergy, tide and hydro. Applicants need a recognised bachelor’s in engineering, physical sciences, law, finance, environment, economics or energy; at least seven years senior management including two in petroleum and energy; a live professional membership; and Chapter Six papers (KRA, HELB, EACC, CRB, police). A master’s in those fields is an “added advantage.” Shortlists must bring originals to interview. A vacancy advert is not a concluded criminal case — Bargoria’s file and the new DG are separate.

A clean CV is not a clean import ledger

Whoever sits in Oketch’s chair inherits a credibility hole on the fuel formula. Parliament should see the status of the April probe before confirmation vibes start.

Energy desk: Energy & Transport. Verified 4 April resignation, 9 September 5pm close and 7/2-year experience rule from Eastleigh Voice / EPRA.

EPRA should keep the long spec on epra.go.ke. EACC should say whether the import file is still live.

Applicants should treat Chapter Six as a real filter, not a photocopy ritual.

Based on Eastleigh Voice reporting of the EPRA advert. Bargoria has not been convicted in this account.
