A Friday Gazette page, not a campaign podium, rewired who signs EPRA board agendas. President William Ruto used powers under the Energy Act to install Moses Wekesa Mwambu Mabonga — once Bumula MP — as non-executive chair of EPRA for three years starting 24 July 2026, The Kenya Times reported.
The shuffle is a chain, not a single name. Adan Haji Ali steps off that energy-regulator chair and lands as non-executive head of the PBO Regulatory Authority, appointed by Interior CS Kipchumba Murkomen for three years from the same day, while an older 2023 Gazette entry is cancelled. Energy CS James Opiyo Wandayi adds Faith Akiru Kuno as an EPRA director for three years from 24 July.
Boardroom work, not photo ops
Non-executive chairs own governance hygiene: committee design, annual scorecards on directors and the Director General, and strategic oversight of tariff and licensing culture. Mabonga’s resume mixes elective politics (Bumula from 2017), county political advice in Trans Nzoia (2014–17), and earlier prisons rehabilitation plus chaplaincy, with graduate counselling studies at Daystar. After former DG Daniel Kiptoo left in April, markets will watch whether technical depth on the board keeps pace with political placement.
Elsewhere in the same appointment wave, Eng. Gilbert Maluki returns at the irrigation authority. At Treasury, CS John Mbadi again seats George Murugu Muthui to chair the procurement review board and reconfirms five named members (including Musau, Langat, Nyaeri, Ogombo and Kiptoo). Murkomen also places Sophie Chepkorir Sang on the NACADA board.
